Zhukov spoke about the plans of the State Duma for the coming week

The State Duma this week plans to consider in the second reading a block of bills, according to which residents of the new regions of Russia – the DPR, LPR, Kherson and Zaporozhye regions – will be able to receive the same pension rights, benefits and social benefits that all other Russians are entitled to. Following the results of the Council of the Duma, this was announced to journalists by the first vice-speaker of the chamber, Alexander Zhukov.

“In the second reading, a large block of bills will be considered, which we adopted last week in the first reading, concerning new territories. We are talking about the social sphere mainly: about social insurance, social support measures, pensions, compulsory health insurance in the new territories,” the deputy said.

In particular, one of the projects assumes that the Russian legislation on compulsory social insurance in the new territories will come into force on March 1, 2023. Now in Russia, benefits for temporary disability and for pregnancy and childbirth are prescribed on the basis of an electronic certificate of incapacity for work. A transitional period is provided for new territories: from March 1, 2023 to December 31, 2025, it will be possible to provide the necessary documents on paper.

Also, from March 1, residents of the new regions will begin to receive pensions in accordance with Russian legislation. They will be able to apply for all types of pensions in force in Russia: for old age, loss of a breadwinner, disability, social. Monthly payments and a set of social services for the disabled, veterans and a number of other categories can also be issued from March 1.

In addition, this week, according to Alexander Zhukov, the State Duma plans to consider a bill, the norms of which will make it possible to enshrine the concept of “young scientist” in the legislation. The parliamentarians will also discuss an initiative that will exempt the Circle of Good Foundation from VAT when transferring unregistered medicines imported from abroad for children with severe orphan diseases.
