The procedure for assigning the status of a scientific center was approved

The government, together with the Ministry of Education and Science, has developed a procedure for assigning, maintaining and terminating the status of a state scientific center of the Russian Federation. Such a resolution of the Cabinet of Ministers dated February 1, 2023 No. 141 enters into force on February 11.

As noted on the website of the Ministry of Education and Science, the document was developed in pursuance of the Presidential Decree “On State Scientific Centers” in order to implement the priorities of the country’s scientific and technological development. According to this document, the status of a scientific center is assigned to a scientific organization that has a unique scientific installation, a center for the collective use of scientific equipment, unique experimental equipment, and also has highly qualified scientists and specialists whose scientific and scientific and technical activities have received international recognition.

The resolution of the Cabinet of Ministers establishes other requirements that apply to organizations wishing to receive the status of a scientific center. So, for example, the applicant organization should not be in the process of reorganization, liquidation, bankruptcy; be a foreign legal entity; have managers, members of the collegial executive body or chief accountant listed in the register of disqualified persons.

It is clarified that in order to consider the issue of conferring the status of a state scientific center, the applicant organization submits an application to the Ministry of Education and Science of Russia. Its consideration is carried out by an interdepartmental commission. Further, the Government makes a decision on granting the status, taking into account the proposals of the working group.

In addition, the resolution sets out the conditions for maintaining and terminating the status of a scientific center.
