In Russia, they proposed to approve the state program for ensuring the safety of victims, witnesses and other participants in criminal proceedings for 2024-2028. Such a draft resolution of the Government is published on the federal portal of draft regulatory legal acts.
The document was prepared by the Ministry of Internal Affairs, which is also the responsible executor of the program. At the same time, the Federal Security Service, the Ministry of Defense, the Federal Customs Service, the Federal Service for the Execution of Punishments and the Federal Service for Labor and Employment are listed as co-executors.
According to the draft resolution, the implementation of the program will take place in accordance with the priorities of protecting the individual and preventing unlawful encroachments on protected persons in connection with their participation in office work. The same applies to the exclusion of the facts of the death of the protected, causing damage to their health or property.
“The program is designed for a five-year period from 2024 to 2028. It takes into account the experience of implementing State programs for ensuring the safety of victims, witnesses and other participants in criminal proceedings for 2006-2008, 2009-2013, 2014-2018 and 2019-2023,” the explanatory note says.
At the same time, as noted in the Ministry of Internal Affairs, for the period from 2026 to 2028, the volumes of budget allocations to these departments are provided by analogy with 2005. At the same time, as noted in the Ministry of Internal Affairs, the adoption of the project will require an increase in funding from 2026 to 2028, based on the planned inflation rate of four percent.
In total, it is proposed to allocate about 714 million rubles for the implementation of the program, of which 612.3 million will be allocated for the entire period for the Ministry of Internal Affairs, 14.2 million for the Ministry of Defense, and 55.8 million for the Federal Penitentiary Service.
