The mechanism of payments under the deposit insurance system for individuals was proposed to be changed. This follows from the new version of the bill, introduced by a group of deputies headed by the chairman of the Financial Market Committee, Anatoly Aksakov. The document was published in the electronic database of the State Duma.
In its original version, the bill expanding the deposit insurance system to medium-sized businesses was submitted to the State Duma in June 2021. In the new version of the document, CERs were proposed not to apply to educational and medical organizations.
An important innovation of the updated version is the mechanism for calculating the payment if an individual depositor has a loan agreement in the same bank. Compensation will be paid without taking into account the counterclaims of banks, follows from the document. According to the current procedure, if the depositor has a loan in the same organization, the amount of insurance compensation is reduced by the amount of the debt. At the same time, the procedure for payments in the case of legal entities is proposed to be left the same.
According to the authors of the initiative, the changes will increase the security of depositors and borrowers. and reduce the burden on banks and the Deposit Insurance Agency.
