MOSCOW, 7 April – The Russian government submitted to the State Duma bill about conducting an experiment on the remote sale of Russian wine from November 1, 2023 to July 31, 2026, follows from the database of the lower house of parliament.
This experiment provides for the retail sale through the Russian Post website on the Internet of still, fortified and sparkling wines, which are made from grapes grown in the territory of the Russian Federation. Wine producers will be able to participate on a voluntary basis in the experiment, which must ensure the direct delivery of their products to the consumer through the Russian Post, having concluded an agreement with it. The Ministry of Agriculture of Russia will form and maintain a list of such producers.
As part of the experiment, the delivery and transfer to the buyer of the purchased Russian wine will be carried out only in Moscow and the Moscow region. However, the government of the Russian Federation will have the right to decide to expand the territory of the experiment.
Delivery by Russian Post of wine to buyers will be carried out no earlier than one day after placing the order to the address indicated by the buyer or to the post office that he chooses. To receive wine, the buyer must confirm his age with a passport or through the Unified Identification and Authentication System.
The Cabinet of Ministers also submitted a satellite bill to the State Duma, which makes the necessary changes to the law “On state regulation of the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products and on limiting the consumption (drinking) of alcoholic products.”
