From March 1, the amount and procedure for issuing benefits will change: What recipients need to consider

From March 1, 2023, people with disabilities will be able to receive new types of assistance. Thus, the federal list of technical means of rehabilitation that are intended for people with disabilities is expanding. It included auxiliary electronic means of orientation. Such devices have the functions of determining the distance to objects, categories of objects, people’s faces, vibration indication and speech output. This was told by the leading lawyer of the European Legal Service Alexander Spiridonov.

– From March 20, 2023, the recipient may be temporarily denied the provision of social services in a semi-residential form and at home if he has medical contraindications. Previously, refusal on such a basis was possible only with social services in a stationary form, – said Alexander Spiridonov.

This means that now social workers will be able to refuse to provide services to patients at home or in a semi-residential form. However, for this there must be a documented basis – the conclusion of an authorized medical organization. Such a measure is aimed at preventing infection with dangerous diseases. Social services can be suspended, for example, if a person has tuberculosis, an acute infectious disease, or a mental disorder. In this case, he is transferred under the supervision of medical organizations. After recovery, social services will resume.

Residents of new regions of Russia will also receive social support.

– The State Duma has already approved the transition of new regions to the Russian social system from March 1. This applies, among other things, to the payment of pensions and benefits. The Lugansk and Donetsk People’s Republics, as well as the Kherson and Zaporozhye regions, will be integrated into Russian legislation on social protection. According to the new rules, they will pay benefits for children, sick leave, benefits for the unemployed, said lawyer Elena Kuznetsova.

By the way, a number of changes in the payment of benefits throughout the country have already taken place since the beginning of this year. So, now, instead of a monthly allowance for a woman registered with a medical organization in the early stages of pregnancy, and child allowance, a monthly allowance is transferred in connection with the birth and upbringing of a child.

The right to a new allowance is granted to pregnant women in need of social support and persons with children under the age of 17, if they are citizens of the Russian Federation and permanently reside in the country.

– All family income is taken into account when determining eligibility for benefits. For example, she has movable and immovable property, income in the form of interest received on deposits and balances on bank accounts. If able-bodied family members have no income, then there must be a good reason for this, explained Alexander Spiridonov.

The right to a monthly child care allowance is given to mothers or fathers, as well as guardians. You can get it only on the condition that the average per capita income of the family does not exceed the subsistence minimum per capita, established in the constituent entity of the Russian Federation at the place of residence or actual residence of the applicant. The previous conditions for the appointment of this allowance (that is, without taking into account the need) will remain only for people studying full-time.

It should also be noted that since February 1, 2023, more than 40 social payments have been indexed by 11.9%. This applies, in particular, to benefits for families with children, the disabled and victims of radiation exposure. We also indexed maternity capital and payments to veterans.
