A draft law has been submitted to the State Duma allowing cars to be parked free of charge in paid parking lots near social infrastructure facilities for three hours. It was introduced by LDPR deputies, as well as senators Ivan Abramov, Elena Afanasyeva and Vadim Dengin. The bill has been published online base State Duma.
The explanatory note states that Russian legislation does not explicitly prohibit the creation of paid parking lots near social infrastructure facilities, including hospitals and schools. As a result, the authors of the initiative believe that such parking lots are being created, which can be difficult for many Russians in the face of falling incomes. Unhindered access to these facilities is also not provided for the disabled.
In this regard, the authors of the bill propose to allow free parking for three hours near social institutions. At the same time, for cars with the “Disabled” sign, it is proposed to establish free parking indefinitely.
