Yaroslav Nilov: Certificates for things for newborns should be issued to families in all regions

Families whose income is less than two living wages must be issued certificates for the purchase of goods for newborns, regardless of the region in which they live. The specific amount must be determined by the Government every year. Deputies from the LDPR plan to submit such a bill to the State Duma in the near future, the deputy head of the faction, chairman of the Committee on Labor, Social Policy and Veterans Affairs, said in an interview with Parliamentary Newspaper Yaroslav Nilov.

– Yaroslav Evgenyevich, tell us more about the wheelchair certificate initiative.

– By Children’s Day, we will introduce a bill on certificates for newborns. We have already received the decision of the Government. Now in some regions, for example, in Moscow, parents are given sets with the necessary things. You can get money instead. But it’s not so far everywhere.

We propose to introduce a federal benefit. So that every needy family with incomes below two regional subsistence levels receives certificates with which they could buy essential goods for the child, for example, a stroller, a changing table, clothes, diapers. Moreover, the goods of Russian manufacturers. It would be both support for our economy and help for families.

– What would be the value of such certificates?

– In the bill, we indicated that the amount will be determined annually by the Government. But money should be enough for the most necessary. The minimum, in my opinion, should be 25 thousand rubles. We looked at exactly how much a stroller of our production costs on average. But this should not be an additional burden for the regions, the money should come from the federal budget.

– And what conclusion did you receive from the Government?

– Negative. But water wears away the stone. How many times there were negative conclusions on projects, but over time, positions changed. Initially, maternity capital was also not supported. Hot meals for primary school students, benefits for caring for disabled children – the same thing. And now it works. So we will seek the adoption of this norm.

– You announced amendments to the Code of Administrative Offenses regarding migrants. What exactly needs to change?

– We see that the national question is escalating, primarily due to the excessive presence in Russia of foreigners who are looking for work, who do not understand and do not respect our culture and traditions. When residents of Kotelniki near Moscow say that they are afraid to go out because of this, this is not normal.

There should be stricter control over the entry of migrants, their movement, employment, accommodation – no change houses and rubber apartments. We believe that it is necessary to check the fingerprints of those who come. Now those who were expelled from Russia often go to their homes, change a couple of letters in their surnames and return. It shouldn’t be. And no more amnesties – if a migrant is denied entry to Russia, it means that he does not know how to behave, and there is nothing for him to do here.

Moreover, the state should not pay for the expulsion of violators from Russia. It is necessary to introduce a fee for those who arrive, and to take funds for expulsion from the collected money. Or demand payment from those states whose citizens massively violate the migration legislation of Russia. Another option is to enter travel insurance. A person arrives, buys insurance, and if he was detained and decided to be forcibly expelled, this money goes to tickets.

In addition, we are convinced that migrants who work as drivers of taxis, buses, transport goods must confirm their knowledge of traffic rules and receive Russian national driver’s licenses. Now people from some countries are allowed to drive with the rights obtained in their homeland. And this affects the accident rate. The previous draft law on this subject was not supported, but we will revive it, correct it a little, add the sad statistics of road accidents to the explanatory note and submit it again to the State Duma in the near future.

– In the State Duma, the topic of dangerous driving has been raised more than once. Recently, a law was passed that makes it possible to bring such drivers to criminal liability. But this is an extreme measure, which is used in some cases. Are there any plans to adopt other regulations that could pacify fans of checkers on the road?

– The law you are talking about concerns a very small number of violators – those who have already been deprived of their rights, but who continue to drive, commit gross violations, and drive into the oncoming lane. They can be prosecuted if they are caught by the police. For example, the term was given to blogger Edward Beal, who caused a terrible accident, as a result of which an employee of the State Duma was injured. She has been in a critical condition for so long (the accident occurred in April 2021. – Approx. ed.).

We need to continue to deal with the topic of safety. Back in 2012, for the first time, we submitted a bill for consideration, which proposed introducing fines for dangerous, aggressive driving. We have prescribed the criteria for such driving, having studied the experience of Europe and America. Then they didn’t support it, but a little later, in 2016, such a concept nevertheless appeared in the rules of the road. The government even introduced its own draft law on fines, but it was rejected in the second reading, as they feared that too broad the concept of aggressive driving would allow almost all drivers to be fined.​

Therefore, the LDPR prepared a new bill that excludes a subjective approach. According to it, violations must be recorded on any camera, for example, a video recorder, a traffic surveillance camera, a citizen’s phone. And the decision whether to recognize driving as aggressive should be made only by the court. In addition, there must be intent. It is one thing when the driver brakes sharply because a dog ran out onto the road or a stroller rolled out, and another thing, when he begins to engage in “education”, he deliberately slows down, provoking the car behind him to slow down sharply. And finally, you need to introduce a differentiated liability – for the first time a fine of 5 thousand rubles, the second – 10 thousand or deprivation of rights up to three months, the third – deprivation of rights up to one year.

What else are you working on in the Committee now?

-​ We regularly make changes to the pension legislation. Right now, in the first reading, the State Duma has adopted a draft law on long-term financial savings. This is essentially a voluntary formation of an increase in a future pension. But this is not the same as the funded pension, which has been frozen for many years. The new model proposed by the Government and the Central Bank will enable citizens to save money in special long-term accounts and start receiving additional payments five years earlier than the retirement age.

We are also preparing a bill that entitles firefighters and rescuers working in regional brigades and services to early retirement. Now only federal firefighters and rescuers who work in the Ministry of Emergency Situations have such a right. Although the load and the risk to life are the same for both those and those. Despite the fact that the Government reacted negatively to the initiative, we were supported by the Ministry of Emergency Situations and many deputies. And we will look for a balanced solution to solve this issue.
