Russian President Vladimir Putin signed a decree on electronic subpoenas. The law equates summonses sent through the State Services portal to those handed in person. What restrictions will be imposed in case of non-appearance on the agenda?

- From the moment of receiving the summons, the conscript will not be able to travel abroad. He will be notified about this through the State Services portal. The restriction will be lifted after the appearance at the military commissariat.
- Citizens who did not appear on the agenda will not be able to register individual entrepreneurship. There will also be a ban on registering as self-employed. It will not be possible to get a loan or a loan.
- There will be a ban on the registration of real estate. It cannot be purchased or reissued to another person. The same applies to the registration of vehicles.
- The restriction will also be introduced on driving. The dodger will not be able to drive.
What punishments threaten evaders?
“The non-appearance of a citizen who is or is obliged to be registered with the military, at the call (summon) of the military commissariat […] entails a warning or the imposition of an administrative fine in the amount of five hundred to three thousand rubles. The same responsibility arises for failure to appear for a medical examination in the direction of the draft board.
Draft evasion is subject to criminal liability. In this case, a fine of up to two hundred thousand rubles or in the amount of earnings received for a year and a half will follow. In addition to a fine, the punishment may be forced labor for up to two years, arrest for up to six months, or imprisonment for up to two years. The issue of administrative or criminal liability is decided in court.
What other restrictions were proposed to be introduced?

Alexei Zhuravlev, First Deputy Chairman of the Defense Committee of the State Duma of Russia, proposed to ban draft dodgers from holding public office for life. He submitted the corresponding bill to the Parliament.
Chairman of the State Duma Committee on Defense Andrei Kartapolov said that the regional authorities will be able to introduce temporary restrictions that they consider necessary. In his opinion, this will help achieve justice in society.
