The Russian foreign intelligence service SWR accuses the US of recruiting and training fighters for terrorist attacks in Russia and the CIS. Already 60 fighters were recruited in January and would be trained at a US military base in Syria, it said.
Citing credible information, the Russian foreign intelligence service SWR reports that the US military is recruiting fighters linked to the terrorist organizations Islamic State and al-Qaeda to carry out terrorist attacks in Russia and the CIS (Commonwealth of Independent States) countries. The report states:
“Particular attention will be paid to recruiting natives from Russia’s North Caucasus and Central Asia.”
According to the secret service, 60 fighters with combat experience in the Middle East had already been recruited in January. They are currently being trained at the US military base in al-Tanf in Syria, including in the manufacture and use of improvised explosive devices and sabotage techniques, it said. The foreign intelligence added:
“Particular attention is paid to planning attacks on well-protected facilities, including foreign diplomatic missions.”
According to the secret service, in the near future fighters would be sent to Russia and the CIS countries to prepare and carry out terrorist attacks against diplomats, officials, security forces and the military. “According to the American plan” they would be supported by underground cells of international terrorist groups, including Hizb ut-Tahrir.

According to SWR, the US is “obsessed with the crazy idea of bleeding Russia dry.” As a result, the country is even willing to use terrorists “for their own dirty purposes,” which puts Washington “on par with the largest international terrorist groups.”
Last spring, SWR boss Sergei Naryshkin said the US State Department had instructed controlled organizations to spread “the most unlikely” fakes about Russia’s military operation in Ukraine on Telegram channels and social networks. To this end, a series of “primitive but alarmist slogans” have been prepared to foment panic. These slogans are about how the “democratic regime in Kyiv”, supported by the “great and terrible” West, is about to inflict a crushing defeat on “totalitarian” Russia. Naryshkin compared the actions of the US State Department to those of the Third Reich’s Ministry of Propaganda and its head Joseph Goebbels.
