From April 1, social pensions will be indexed by 3.3 percent, and taking into account the indexation already carried out last year, the increase in payments will be 13.6 percent. The changes will affect disabled Russians and those who have not earned an insurance pension. The corresponding government decree was published on March 17. How pensions have changed in 2023 and what changes are still to be expected, Parlamentskaya Gazeta looked into it.

Who gets paid more

According to the law, social pensions are indexed annually on April 1. As deputy chairman of the Federation Council Committee on Social Policy told Parliamentary Newspaper Elena Bibikova, this year the indexation takes into account the indexation already carried out in June last year – by 10 percent. “Additional indexation of social pensions from April will be 3.3 percent,” the senator said.

In general, the social pension will grow by 13.6 percent. When indexing, the increase in the subsistence minimum for a pensioner over the past year was taken into account. The average annual social pension will now amount to 12,560 rubles, according to the senator’s Telegram channel.

Social pensions are assigned to disabled Russians and those who have not earned an old-age insurance pension. Social old-age pensions are not available to working and paid Russians.

Subject to pension restrictions, you can count on:

– disabled people of groups 1, 2, 3, including disabled children and children with disabilities;

– children of a deceased single mother, children under 18 years of age who have lost one or both parents (up to 23 years of age, subject to full-time education);

– children, both parents of which are unknown;

– men over 70 and women over 65 – both Russians and foreigners and stateless persons permanently residing in the country for at least 15 years;

– Russians from the small peoples of the North from 55/50 years old, located in the areas of residence of these peoples.

Working pensioners are waiting for August

“From August 1, pensions will be recalculated for working pensioners – those who worked in the previous year. For them, the pension will increase taking into account the insurance premiums paid by the employer,” said Elena Bibikova.

The recalculation will affect 9.8 million people.

From the insurance premiums paid by employers, an individual pension coefficient (IPC) will be determined. The maximum increase in IPC per year for a working pensioner is no more than three.

And the military – October

On October 1, 2023, military pensions will increase. Their payments depend on the size of the monetary allowance of employees of law enforcement agencies, and the increase will occur due to its indexation.

In 2023, the amount of monetary allowance is planned to be increased by 10.5 percent. As previously noted by the head of the State Duma Committee on Defense Andrey Kartapolovthis will also entail an increase in pensions for people who have served in the military and equivalent to them.

The increase in allowance will also affect employees of the State Fire Service, the Ministry of Internal Affairs, and institutions of the penitentiary system.

What did the state take care of

The senator recalled that since January 1, all insurance pensions for non-working pensioners have been increased by 4.8 percent. On average, older people now receive 1,000 rubles more. The average annual old-age pension is 21,782 rubles, the increase affected 30.3 million people.

Since February 1, the monthly cash payment (UDV), which is received by more than 14 million beneficiaries, has been indexed by 11.9 percent. For example, UDV is paid extra to the pensions of disabled veterans and participants in the Great Patriotic War, parents and widows of fallen servicemen. People with special merits before the country, invalids and war veterans are entitled to it.

On March 1, the law on pensions for Russians living in the DPR, LPR, Zaporozhye and Kherson regions came into force. From now on, residents of new regions can apply for all types of pensions in force in the country.

And what can you do

To increase your pension, it is not necessary to wait for indexation – in some cases, you can recalculate. There are also conditions that contribute to the increase. Elena Bibikova spoke about this in her Telegram channel.

Payments may be affected by:

– the presence of dependents of the pensioner. For each of them, but not more than three, the fixed payment to the insurance pension is increased by 1/3;

– unaccounted for additional experience until 2002;

– periods of care for children up to 1.5 years – no more than 6 years in general;

– reaching the age of 80 or receiving disability group I – the payment will increase by one hundred percent;

– at least 30 years of work and life in rural areas – will increase the pension by 25 percent.

Also, the amount of the pension may be affected by a delayed withdrawal to it, continuing to work after appointment, receiving a monthly cash payment or federal and regional surcharges.

For recalculation, you need to contact the territorial body of the Social Fund, providing the necessary documents – information about dependents, children and unaccounted for experience.
