A special working group on labor and social policy under the State Duma is discussing the possibility of transferring duties on paying taxes for the self-employed to digital employment platforms. We are talking about sites that are intermediaries between the order executor and the client, such as Yandex or Sberbank aggregators. They write about it Vedomosti with reference to two participants in the discussions.
The initiative to transfer the function of a tax agent to the sites was made by a representative of the Ministry of Labor, the interlocutors of the publication specified. The proposal was supported by the Federal Tax Service (FTS).
The initiative is also presented in the concept of a companion bill to the new legislation on employment. The document was sent to the Russian tripartite commission by Deputy Minister of Labor and Social Protection Magomed Abdulkhalimov. It is proposed to include in the list of rights and obligations of the digital employment platform the exercise of “the function of a tax agent for the calculation and payment of taxes on income received by the platform employed.”
One of the interlocutors of Vedomosti considers it highly likely that the norm will be included in the bill. At the same time, he noted that much will depend on the final decision of the Federal Tax Service.
Since January 1, 2019, the category of self-employed includes people who use the special tax regime “professional income tax” (at a rate of 4% to 6%). According to the Federal Tax Service, at the end of 2022, 6.5 million people became self-employed in Russia. The main activities are taxis, construction and marketing services, consulting, renting apartments.
