The State Duma wants to increase the efficiency of special economic zones

The State Duma has developed a number of measures to optimize and improve the efficiency of territories with a special legal status. The deputies propose to expand state guarantees for export credits, as well as to increase the list of activities of special economic zones (SEZ). Denis Kravchenko, First Deputy Chairman of the State Duma Committee on Economic Policy, told about this to Parliamentary Newspaper.

According to the deputy, the initiative was born after the off-site meeting of the head of the Economic Committee Maxim Topilin in the Alabuga SEZ in Tatarstan. There, the heads of enterprises came up with a proposal to expand the possibilities of creating zones with a special legal status in the territories of advanced socio-economic development. First of all, this applies to single-industry towns, where the new measure will attract additional investment and maintain an adequate standard of living.

“We in the Committee pay special attention to special economic zones,” said Denis Kravchenko. — As part of our trip to Tatarstan, we devoted most of our work to analyzing the problems and proposals for preferential treatment. It was possible to develop a number of important initiatives for the development and gradual increase in the attractiveness of the SEZ.”

Representatives of the SEZ want to expand the state guarantee of import loans by $15 billion. Now, according to the government decree of 2018, the limit on foreign lending is about 20 billion. They want to apply the current financial obligations to residents for the purchase of goods from friendly countries.

These measures were sent to the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry and Trade for the preparation of comments, the State Duma Committee on Economic Policy and the Cabinet of Ministers of the Republic of Tatarstan.

“SEZs are a powerful preferential regime, but extraordinary conditions require an increase in support measures to use these zones as a reference point for the growth of the domestic economy,” Kravchenko explained.

The press service of the SEZ “Alaguba” noted that the event held on the territory served to establish a constructive and open dialogue between industry representatives and relevant federal executive and legislative authorities.

“We have developed a number of recommendations and legislative initiatives that will attract additional investment and give a new round in the development of Alabuga and the SEZ as a whole. Having built constructive interaction, we expect that most of our proposals will find support from the state,” the press service of the special economic zone said.
