A similar benefit can be given to innovative companies in the areas of robotics, microelectronics, unmanned vehicles, biomedicine, pharmaceuticals, and bioengineering. At the same time, when creating or increasing the area of industrial parks by private investors, it is advisable to increase the amount of the subsidy provided to a billion rubles. With such proposals, the State Duma Committee on Economic Policy appealed to a number of federal ministries and departments, as well as to the government of Tatarstan. Who needs a new mortgage
“In order for domestic business to be able to quickly expand the production of the necessary products, I propose to launch a fundamentally new financial instrument – industrial mortgage,” the Russian leader said.

State guarantees need to be expanded
The legislators also propose extending the use of state guarantees for the purchase of imported equipment from friendly countries. In particular, to provide up to $15 billion in state guarantees for a period up to 2047 inclusive for insurance contracts, reinsurance agreements, guarantees and independent guarantees.
For the same period, the Ministry of Finance was recommended to issue new state guarantees for one trillion rubles under export credit and investment insurance contracts, as well as agreements for the purchase of imported equipment against business and political risks.
At the same time, when private investors create or increase the area of industrial parks, according to the deputies, it is necessary to increase the amount of the subsidy provided to a billion rubles (taking into account the increase in the cost of construction and installation works, materials and equipment).
The source of funding for the fund, according to Denis Kravchenko, may be subsidies from the federal budget “in the amount of 30 percent of tax payments to the federal budget of residents of all operating industrial parks and industrial technology parks included in the register of the Ministry of Industry and Trade of Russia.”
The deputy noted that an expert council for the development of special economic zones and technology parks was created under the Committee on Economic Policy, which actually fulfills the mission of developing all preferential regimes in Russia. “The expert council has repeatedly met to develop support measures, the work has shown its effectiveness and it will be continued,” he assured.
