In Russia, it was proposed to introduce uniform rules for deferred payment for tuition at universities. This proposal was made by State Duma deputy Vasily Vlasov. As writes RTa corresponding appeal has already been sent to the head of the Ministry of Science and Higher Education Valery Falkov.
In his appeal, the people’s choice recalled that many students study at higher educational institutions of the country on a paid basis, but sometimes there are situations when they cannot pay the tuition fee on time. Then they can exercise the right to deferment, but its rule is set by each university individually. This creates unequal conditions for trainees, the deputy believes.
For example, some institutions give a deferral of 10 days before the date of the final payment, others – for 30. Some may defer payment for a month or for a period of no more than three months, and the conditions for a moratorium can only be considered in certain cases.
“In this regard, I ask you to consider the issue of the advisability of establishing uniform rules for higher education institutions for granting a deferred payment for tuition for up to six months, regardless of the form of study, when a student submits an application no later than ten days before the final date for receiving payment,” suggested Vlasov.
