The State Duma proposed to help the HOA to speed up the replacement of elevators in apartment buildings

The amount of advance payment that can be sent today to builders from a special account, where homeowners save up money for overhaul, is limited to 30 percent. In conditions when building materials are becoming more expensive, this is not enough, including to replace elevators. Therefore, the indicator should be increased, allowing the owners of special accounts to transfer more money to builders in advance. With such a proposal, Svetlana Razvorotneva (United Russia) addressed the head of the Ministry of Construction, Irek Fayzullin, in a letter to the deputy chairman of the Duma Committee on Construction and Housing and Public Utilities.

As part of anti-crisis measures, in May the Government allowed regional operators to increase the advance payment to contractors involved in the overhaul of apartment buildings from the currently established 30 to 50 percent of the cost of work, if the contract provides for treasury or banking support. This will help avoid disruption of the work schedule, as well as maintain the financial stability of enterprises.

If the overhaul agreement also includes the purchase of materials and equipment, the advance payment, subject to the same conditions, can reach 80 percent of the cost of the work.

“The measure is due to the fact that building materials have risen in price, and this thirty percent advance payment often did not allow the contractor to buy the necessary materials and start repairs,” the deputy explained to Parliamentary Newspaper. “But we completely forgot about special accounts, because there is the same problem here. When the HOA wants to pay the contractor a little more than 30 percent, these payments are not allowed by banks. A particularly difficult situation has now arisen with elevators, the prices for which manufacturers have doubled due to the rise in metal prices.

Accordingly, those owners who use special accounts cannot today, due to formal restrictions, replace the elevator in time, Svetlana Razvorotneva specified.

“This means not only a delay in the overhaul, but also the fact that, if the repairs are not completed on time, the owners will be transferred to the common boiler as having not completed the program. This entails serious problems for the most active group of our owners, who have taken responsibility for the maintenance of special accounts,” the deputy noted.

In her letter to Irek Fayzullin, she pointed out the need to eliminate the formal obstacle for homeowners when advancing capital repairs.

Svetlana Razvorotneva recalled that, according to the current law, the decision to start the overhaul of an apartment building is made by the owners at the general meeting, approving the contract with the contractor, the list and estimate of work.
