The law on the abolition of indexation of civil servants’ salaries was adopted by the State Duma today, November 16, in the third reading. The law does not affect the indexation of salaries of military personnel, as well as employees of internal affairs bodies, the Federal Penitentiary Service, the Federal Bailiff Service, the Federal Customs Service and the fire service.
Law suspends until January 1, 2025 the provisions of laws establishing the terms and procedure for indexing the salaries of judges, civil servants, and the wage fund of assistants to senators and State Duma deputies. Now payments to civil servants are annually indexed to the level of inflation.

According to the amendments introduced in the second reading, the law will not affect the salaries of military personnel, employees of internal affairs bodies, the Federal Bailiff Service, the Federal Penitentiary Service, the Federal Customs Service and the state fire service. Also, the law does not affect the indexation of salaries of public sector employees. Their salaries will be raised by 4.5%.
The law has been sent to the Federation Council.
