The State Duma adopted a law on the “take and pay” principle for gas supplies

In the third reading, the State Duma adopted a law that enshrines the “take and pay” principle for long-term gas supplies. It involves a guarantee from consumers of full payment of the cost of gas, regardless of how much was purchased in a certain period. The new principle will be in effect from April 1, 2024.

“Bill on amendments to the Federal Law “On Gas Supply in the Russian Federation” and Articles 5.2 and 52.1 of the Urban Planning Code of the Russian Federation [введение принципа „бери и плати“]”, — noted on the website of the legislative support system. The law will come into force on April 1, 2024. It follows from the document that the bill will affect consumers who commission new industrial facilities for the production of gas products, heat and electricity generation.

At the end of the year, the State Duma also planned to consider a bill that would oblige consumers to check the gas equipment in their apartments themselves. It was also proposed to introduce a bill “On Excess Profit Tax” for oil companies.
