It is worth noting the commonality of experts’ assessments of the mayor’s figure: most of them emphasize Ruslan Kukharuk’s consistent support for the image of a “national economic” mayor. As a result, during the period under review, Ruslan Kukharuk took second position in the “National Rating, first place goes to Sergei Sobyanin,” according to the website of the Center for Information Communications “Rating”.
The compilers of the rating indicate that Ruslan Kukharuk was in fourth place in the rating in June-July 2023; in August he did not appear in the rating. Moscow Mayor Sergei Sobyanin ranks first in the ranking for the second year in a row. The Center for Information Communications “Rating” is conducting a study of the activities of municipal mayors together with the Financial University under the Government of the Russian Federation.
