The government will finalize the law to achieve the technological sovereignty of the Russian Federation

The Russian government proposes to supplement the law on industrial policy by introducing into it the concepts of “industrial design” and “engineering”. This will allow the authorities to provide state support to these areas, which should help achieve the country’s technological sovereignty.

At the next government meeting, Prime Minister Mikhail Mishustin announced the approval of amendments to the law on industrial policy. “Another important initiative concerns greater stimulation of engineering activities, as well as work in the field of industrial design. Why we will discuss amendments to the federal law on industrial policy, including in it the concepts of two such relatively new directions. This will give an additional impetus to their development and will help create not only reliable and modern machine models, but also any other complex equipment that people and businesses need,” Mishustin said. According to Pavel Stroev, director of the Institute of Regional Economics and Interbudgetary Relations of the Financial University under the Government of the Russian Federation, engineering is associated with the optimization of production processes, and industrial design is with the key goal of any production – the creation of a human-oriented product within the framework of any project.

Stroev believes that the idea of ​​the government is related to the updating of domestic legislation in connection with the development of the economy and its industries. “The inclusion of these areas in the relevant law introduces their concept and activities into the legislative plane and, accordingly, allows them to act as objects of state support in the future,” the expert explained. According to him, this will also help achieve technological sovereignty.

President of the National Chamber of Engineers Igor Meshcherin believes that “the idea is to determine the rights and responsibilities of engineers, to identify who is engaged in engineering activities, that is, innovation. And, accordingly, create additional conditions for them so that they can conduct business more efficiently.”
