The government commission supported the bill on the right of fathers to use maternity capital

The Government Commission on Legislative Activities supported the bill, which expands the right of fathers to use mother’s capital, but indicated the need for some improvement. It is reported by TASS with reference to the review.

A bill expanding the right of fathers to maternity capital was submitted to the State Duma in October 2022. We are talking about giving fathers the opportunity to direct their mother’s capital to the formation of a funded pension. Today, the law provides such an opportunity only to mothers, and more than 9,000 women have taken advantage of it. With the adoption of the proposed amendments, men – fathers or adoptive parents – who are raising two or more children after the death of their mother or who are their only adoptive parents, will be able to allocate funds from mother capital to funded pensions.

The government, according to the agency, supported the document, but the Cabinet noted that the implementation of the initiative could lead to an increase in federal budget spending and budgets of social funds. In this regard, it is recommended to finalize the document in terms of financial and economic justification.
