The FSB and the Investigative Committee will look into the validity of the Chelyabinsk administration’s spending on the implementation of the “Safe and High-Quality Highways” contract in 2019. According to social activists, the cost of the contractor’s remuneration was inflated by 56 million rubles, Denis Ryzhy, head of the regional executive committee of the Popular Front, told URA.RU.

“The Popular Front insists on compensation for the multi-million dollar damage to the budget that Chelyabinsk officials made during the implementation of the national project “Safe and High-Quality Highways” in 2019. Social activists contacted the regional departments of the Investigative Committee and the FSB of Russia,” Ryzhy told URA.RU.

The head of the regional executive committee of the ONF clarified that since October 2019, inspections have been carried out jointly with the main control department (GCU) of the region. According to him, the courts confirmed that the Chelyabinsk mayor’s office, represented by the Road Committee (KDH), overpaid the contractor Nizhavtodorstroy LLC when executing a government contract by 56 million rubles.

“It is nonsense for a municipal authority to so clearly act in the interests of the contractor. You need to have a very strong motivation to continue to protect the violator, in relation to whom signs of forgery, substitution of documents, a conflict of interest have been identified, and he himself is recognized as a participant in a cartel conspiracy,” Ryzhiy added.

He demanded that damages be recovered from the contractor, and that the company be included in the register of unscrupulous suppliers. In addition, Ryzhy appealed to the regional governor Alexei Teksler with a request to conduct an internal audit and monitor the return of money.
