Meeting of the Yekaterinburg City Duma. Yekaterinburg, Mikhail Vechkenzin

It depends on whether the mayor will support Mikhail Vechkenzin, whether the authorities will be able to restore order in personal trade by the 300th anniversary of the city

The closed meeting of Yekaterinburg Mayor Aleksey Orlov with deputies on the eve of his annual report to the City Duma is of particular importance. The agenda of the conversation, scheduled for June 20, determined the restoration of order in street trading (this is one of Orlov’s anchor topics). According to URA.RU, Deputy Mikhail Vechkenzin will be the main speaker. And for good reason: having received special powers from the mayor’s office, he encountered a community that has connections among officials and security officials.

In early June, Yekaterinburg City Hall announced that it plans to demolish more than 70 illegal kiosks by the end of 2022. At the end of April, a new contractor was selected for the removal and transportation of such objects. They became Perspective Solutions LLC, which is associated with Vechkenzin (however, he is not among the founders). He, ranked among a group of reputable businessmen, may be the unofficial beneficiary of some small retail businesses.

The annual turnover of the kiosks included in the NTO scheme can reach 30 billion rubles

The previous contractor of the authorities was the 4M Group company from Sevastopol. But the Crimeans quickly realized that the amount of the contract – 500,000 rubles – did not cover their expenses, and, according to an agreement with officials, they terminated it. For Perspective Solutions, a contract with the mayor’s office (for an even smaller amount – 400 thousand rubles) and new opportunities have not yet become a way to earn money either.

“Expenses for a month and a half of work are about a million rubles,” says a URA.RU source close to the company. He explains the financial losses as a flaw in the current regulation on kiosks. “It assumes that you can only take out objects without damage. This, firstly, is more expensive, and secondly, in most cases it is simply impossible, which is what negligent businessmen use. Amendments required [в документ]allowing dismantling on site. Vechkenzin will raise this issue at a meeting with Orlov, ”the insider shared.

Another interlocutor added that it was not only about losses. Allegedly, Vechkenzin’s people turned out to be powerless, in particular, in front of a competitor that is widely represented on the market – the Four Hundreds group, known in specific circles. “There were cases when athletes appeared on the spot when equipment appeared. Or kiosks (whether they are legal or not, the testimony of URA.RU interlocutors differ – ed. note) were loaded with sandbags – so that they could not be lifted by cars, ”the source retold.

The current alignment of forces between the parties is described as follows: Vechkenzin is allegedly supported on the third floor of the “gray house”, where the offices of Mayor Alexei Orlov and his deputies are located, and Artem Aleksandrov (the alleged leader of the Four Hundreds) has strong ties among specialists from the city committee on the commodity market and heads of some district administrations. They say that before “Perspective Solutions” and the Crimean “4M Group”, the contractors of the mayor’s office were structures associated with Aleksandrov (although he himself denied this in a conversation with a correspondent). The loss of this status by some is called voluntary, others are the result of the demotion of long-term vice-mayor for trade Vladimir Bolikov (he was seen with Aleksandrov in public places) to the head of the Kirovsky district and the arrival of Dmitry Nozhenko in his place.

The 400s are still perceived by the crowd as a group of athletes (up to several hundred across the region) from the 2000s, patronizing the owners of kiosks and semi-legal parking lots. In the movement itself, they position themselves differently. “For a long time, parking lots and kiosks have been only a small part of a serious, diversified business. Now this is advertising, and law firms, and near-communal enterprises. And, of course, politics, ”one of Alexandrov’s associates explained to the correspondent.

Speaking of politics, he means the performance of sensitive tasks, including elections. For the first time, the “Four Hundreds” were involved in the old city team of Vladimir Tungusov (former vice-mayor and ex-vice-governor) allegedly in the elections to the City Duma of 2009. And the most famous recent example is the elections to the State Duma and the Sverdlovsk legislature in 2021. A few days before the vote, on the night of September 15, 350 posters of opposition politicians were torn down in Yekaterinburg. The fact that none of the combat vehicles was stopped that night may serve as an indirect confirmation of the popular rumor that the 400th is patronized by high-ranking members of the law enforcement agencies.

And recently there have been rumors that Alexandrov is allegedly preparing for the elections to the City Duma-2023. His answer to a question from a URA.RU correspondent is indicative: “I consider myself a partner of the municipal team. We implement various social projects aimed at supporting the administration and residents of the city. Accordingly, if there are installations [на участие в выборах]will be working”.

At the same time, he did not confirm belonging to the “Four Hundreds”. “If you open the Unified State Register of Legal Entities, three enterprises are indicated there, the head or founder of which I am. Who says what, it’s interesting to listen, there are many different stories, but let’s talk in a legal way, ”the businessman suggested. Alexandrov denied the conflict with Vechkenzin. Perspective Solutions made no attempt to take out its kiosks and pavilions, Aleksandrov said. “All my objects are legal, and therefore they are not subject to any removal or dismantling,” he explained.

Mikhail Vechkenzin refrained from commenting on the topic. Earlier, URA.RU wrote about the conflict with the “Four Hundreds” of another deputy – Vladimir Smirnov (legislative assembly), who recently bought the Aida shopping center in the Kirovsky district of Yekaterinburg.
