The Bank of Russia recommended that banks and non-credit financial institutions monitor financial transactions carried out by foreign agents with particular attention. A letter about this was published on the website of the Central Bank (.pdf).
The Central Bank recalled that from December 1, the law “On Control over the Activities of Persons Under Foreign Influence” comes into force in Russia. The document prohibits people who are recognized as foreign agents from receiving state support and making donations to the election funds of political parties and candidates.
In July, President Vladimir Putin signed into law a law that generalizes the rules on foreign agents. In addition to the ban on financing election campaigns, foreign agents will be banned from working in the civil service, critical information infrastructure facilities, and conducting teaching and educational activities for minors. From December 1, the Ministry of Justice will also begin to publish personal data of foreign agents, including full name, SNILS and TIN.
