Investigators of the Investigative Committee of the Investigative Committee for the Irkutsk Region have completed the investigation of the criminal case against the former regional minister of property relations Vladislav Sukhoruchenko. He is accused of committing crimes under paragraph “c” of Part 3 of Art. 286 and part 2 of Art. 286 of the Criminal Code of the Russian Federation (exceeding official powers by a person holding a public position in a constituent entity of the Russian Federation, causing grave consequences). “According to the investigation, in the period from 2017 to 2019, the 47-year-old defendant did not properly organize the timely procurement of residential premises for orphans. As a result, funds totaling more than 490 million rubles. were not utilized and returned to the federal and regional budgets. In addition, he did not take measures to use land plots at the disposal of the ministry in housing construction,” the supervisory agency reported.
In addition, the ex-minister is accused of “facilitating the conclusion of a settlement agreement, as a result of which a third party received the right to lease a land plot with an area of 23 hectares, which is in state ownership.”
As previously reported, Vladislav Sukhoruchenko was detained in March 2022. At that time, according to investigators, the area of the land plot illegally leased was 82 hectares. The cost of the site, located on the territory of the former Irkutsk Higher Military Aviation Engineering School (IVVAIU), disbanded in 2009, was estimated at more than 1 billion rubles. The land was subsequently partially developed with residential apartment buildings. Law enforcement agencies estimated the damage to the budget at 94 million rubles.
