The Ministry of Education and Science appealed to the Presidential Administration with a proposal to equalize students of public and private universities and colleges in the right to deferment from military service due to mobilization. The deputies also sent a corresponding request to the Government. This was discussed at the plenary session of the State Duma on September 27.
Oleg Smolin, First Deputy Chairman of the State Duma Committee on Science and Higher Education, noted that, according to Russian Presidential Decree No. 664, a deferment from conscription for military service for mobilization is granted to students who study in organizations regardless of ownership. But the decree does not specifically mention students of non-state universities and colleges. As a result, mobilization deferment from military service is granted only to students of state universities and colleges, the deputy said.
“Meanwhile, the Russian law on education makes no distinctions – all accredited educational institutions are equal. The law “On military duty and military service” also does not make any distinctions – everyone who studies in accredited specialties receives a deferral, ”he said.
Smolin also said that a request on this topic had been prepared for the Prime Minister and offered to give a protocol to take this issue under control. Chairman of the Committee on Family, Women and Children Nina Ostanina said that the Committee sent an appeal to the Government with proposals on this issue.
“The Ministry of Science and Higher Education, according to our data, has submitted a similar proposal to equalize students in this respect with the Presidential Administration of the Russian Federation,” Smolin said.
