Maternity capital next year will be indexed at the level of actual inflation: the amount of payment for the first child will be 589.5 thousand rubles (+65 thousand), for the second child – 779 thousand rubles (+86 thousand). In addition, from January 1 next year, the payment of a single allowance for children from birth until they reach 17 years of age will begin. The measure will affect about 10 million minors, the total amount of expenses for these purposes will be 1.7 trillion rubles. In general, spending on the state program “Social Support for Citizens” will increase by 14.2 percent compared to last year, on “Accessible Environment” and “Promotion of Employment” – by 9.6 percent and 19.2 percent, respectively. 6.2 trillion rubles are planned for healthcare in 2023, which is almost 7 percent more than in 2021. Such positive changes are contained in the budget for the next three years, approved by the Federation Council at a meeting on November 30.

Additional measures to support the regions were also included in the resolution of the Federation Council, the proposals of the senators will be taken into account by the Cabinet in the execution of the budget. At the same time, the Ministry of Finance should prevent the regional budgets from losing billions of rubles today due to the difference in exchange rates when calculating income tax. This was stated by the Chairman of the Federation Council Valentina Matvienko.

Government salaries to rise

The budget for the next three years, although formed with a deficit, nevertheless guarantees the fulfillment of all social obligations of the state, moreover, if we compare it with the pre-COVID period, we can even see an increase in spending, primarily on healthcare, education, culture, economy.

In the second reading of the main financial document of the country, serious sums were redistributed, including additional money to be used to support military personnel, fight diabetes, build children’s hospitals, train IT specialists, develop the military-industrial complex, and purchase electric buses by regions. In total, more than one and a half trillion rubles were redistributed, the head of the Ministry of Finance noted Anton Siluanov.

According to the minister, the level of salaries of public sector employees next year will grow by more than 8 percent, and pensions will increase by a thousand rubles.

As for the monetary maintenance of military personnel, everything is in line with the decisions that were made, Siluanov added. According to him, the allowances of law enforcement officers and military personnel are growing at a slightly faster pace, in line with the dynamics of inflation.

The military will get more

The budget also increased spending on increasing the size of the Armed Forces, equipping military camps, and building military hospitals. For these purposes, 130 billion rubles are provided for three years, said the head of the Committee of the Federation Council on the budget and financial markets. Anatoly Artamonov.

Amendments to the senators and deputies provide for an additional 11.5 billion rubles for the development of the agro-industrial complex, including 8 billion rubles for the integrated development of rural areas, Artamonov specified. Additional funds were allocated to the regions for the purchase of electric buses and charging infrastructure – 9 and 2.4 billion rubles, respectively. Expenses for equipping small towns with mobile communications have been increased by more than 8 billion rubles.

With the active participation of senators, it was also possible to achieve the inclusion of socially significant amendments. This includes an additional 2.67 billion rubles to improve the efficiency of employment services. Budget injections into healthcare in 2023 will increase by almost 7 percent, to 6.2 trillion rubles.

Increased social obligations

One of the key initiatives of the senators, taken into account in the preparation of the budget, is the vice speaker of the Federation Council Galina Karelova called the expansion of the program of mass screening of newborns for hereditary and congenital diseases. Previously, in most regions, the neonatal screening program included testing for five groups of diseases. From 2023, this number will grow to 36. It is planned to allocate more than 2.3 billion rubles a year from the federal budget for these purposes.

She also recalled that within the framework of the Decade of Childhood, the task is to complete the construction and reconstruction of regional, republican and regional children’s hospitals. The Federation Council controls the construction of 52 facilities. Of these, 12 have already been put into operation, 7 are planned for completion before the end of this year. The federal budget for the next year provides funding for the continuation of the construction of 17 facilities and the start of construction of 9 new ones.

At the same time, an additional 1 billion rubles will be allocated from the budget for the development of infrastructure for children’s recreation and health improvement next year.

The innovation of the next budget period will be the fulfillment of many social obligations at the expense of the Social Fund, which will unite the Pension Fund and the Social Insurance Fund. The first budget of the Social Fund will amount to 13.5 trillion rubles. According to Galina Karelova, from 2023 it is planned to increase the subsistence minimum to 14,375 rubles (a total increase for the year will be 13.6 percent) and the minimum wage to 16,242 rubles (16.6 percent).

Regions should not lose income

Valentina Matvienko noted that every year the Ministry of Finance fine-tunes and improves the system for distributing interbudgetary transfers, so the subjects can look at their budget with confidence, knowing for sure what kind of support they will receive from the federal center.

At the same time, the Ministry of Finance needs to stop the process in which regional budgets can lose billions of rubles. Now the Federal Tax Service is sending out “letters of happiness” to the regions so that they return tens of billions of rubles that came to the treasury of the regions in the form of income tax from large companies.

The Speaker of the Chamber of Regions noted that the situation, when, due to the difference in exchange rates towards the strengthening of the ruble, part of the taxes already received by the Federal Tax Service is requested to be returned to the regional budgets, “it is necessary to respond promptly.”

“This is happening in most regions. I would ask the Minister of Finance to personally pay attention to this. It is necessary to respond systematically so that the regions do not lose their revenue base. Otherwise, they need to revise their budgets. And we are not talking about two or three billion rubles – these are huge sums. The problem is very serious – I ask the Ministry of Finance to monitor the situation and take prompt decisions to stop this process, ”said Matvienko.
