The head of the Federation Council Committee on Economic Policy, Andrey Kutepov (United Russia), has developed a bill recognizing participants in a special military operation in Ukraine as a socially vulnerable category. This is necessary for the possibility of their employment in the field of social entrepreneurship. The document was sent to Prime Minister Mikhail Mishustin for conclusion.
“This approach is consistent with the tasks of social entrepreneurship – the achievement of socially useful goals, contributing to the solution of social problems of citizens and society,” says the explanatory note to the bill, which leads TASS.
A condition for recognizing a small or medium-sized business as a social entrepreneur is the employment of a number of categories of citizens. Among them are the disabled, persons with disabilities, large families, pensioners, citizens of pre-retirement age, graduates of orphanages and others. The bill provides for the expansion of this list to include participants in the military operation.
Participants of the special operation, among other things, receive a monthly security of 195 thousand rubles, vacations for consumer loans and credits, a number of perpetual benefits, including state life and health insurance. Ombudsman Tatyana Moskalkova previously advocated for a “revision” of laws on benefits for participants in a special military operation and their families.
