The State Duma has developed amendments to the bill “On the organization of passenger transportation by passenger taxis”, which provide for the obligation of car fleets and online taxi ordering services to compile open ratings of drivers. She spoke about the initiativeIzvestia» its co-author, the first deputy chairman of the House Committee on Education, Yana Lantratova (“A Just Russia – For the Truth”).

The amendment was also initiated by State Duma Vice Speaker Sergei Neverov.

The bill was submitted by the Government in May, and in July it was adopted by the State Duma in the first reading. The document involves the creation of two registers: passenger taxis and carrier companies, as well as the legalization of work in passenger transportation of self-employed citizens. In addition, it is planned to install special devices for monitoring the attention and fatigue of taxi drivers and taximeters in cars. At the same time, they want to ban people who have not paid more than three fines for violating traffic rules to drive a taxi. According to Dmitry Zverev, deputy head of the Ministry of Transport, the document was discussed with the relevant community and regions.

“Some taxi services conduct quality control and ratings, they do it openly, on a voluntary basis. But this is not spelled out in the law. However, the passenger must understand who will be lucky, how professional this person is, what kind of relationship he has with clients. In addition, the rating allows you to influence the quality of service,” commented Lantratova.

Another amendment implies a ban on the transfer of orders to drivers with an unexpunged and outstanding conviction for crimes against life, health and sexual integrity.
