Russia has received concrete proposals from the United States on negotiations to replace the Strategic Arms Reduction Treaty (START), Deputy Permanent Representative of the Russian Federation to the UN Office and other international organizations in Geneva Andrei Belousov said, TASS reports.
Earlier, US President Joe Biden announced his readiness to discuss with Russia the replacement of the treaty.
“A declaration of readiness is not readiness itself. Because the real readiness to resume dialogue with Russia should be supported by concrete proposals,” Belousov said, adding that at the moment the Russian side does not receive such signals.
According to Moscow, at this stage, Washington is not ready for a constructive dialogue on strategic offensive weapons, the Deputy Representative of the Russian Federation explained. According to him, Russia at the same time considers it unacceptable for the United States to put forward preconditions for the resumption of negotiations.
“The United States deliberately and deliberately interrupted the dialogue with us, therefore it is they who should initiate concrete steps to resume it,” the diplomat stressed.
