We are talking about the bill of 2018, which was adopted in the first reading a year later and amendments have been accepted since then. It proposes to create a unified information system for checking information about subscribers of telecom operators (UIS PSA) to combat telephone fraud and simplify the identification of bank customers.
The RKN may be given the right to verify data through its already existing system to combat the market for gray SIM cards and phone scams after it is finalized. Corporate clients of mobile operators will have to register end users of SIM cards at the State Services, the RKN will control this.
The system will receive data on the correctness of the number, passport data, SIM card and its replacement, on the fact of connection, turning off the call forwarding function, device identifiers (IMEI) and its change, the magazine writes. Currently, such data is not stored in the system.
According to the amendments, the Central Bank, banks, operators “and other organizations by decision of the government” will have access to them. Banks will receive information for a fee and will be able to use it for scoring (customer rating system) and anti-fraud (prevention of fraudulent transactions).
