RKN obliges search engines to flag Telegram, TikTok and Zoom as violators of the law


Roskomnadzor ordered search engines to flag the Telegram messenger, the social network for posting short videos TikTok and the video conferencing service Zoom as violators of Russian law. This was reported on the website of the department.

The multifunctional messenger Discord and the photo sharing service Pinterest will also be marked as violators.

“The above IT companies do not comply with the procedure for deleting prohibited information and the main obligations established by Federal Law No. 236-FZ “On the Activities of Foreign Persons on the Internet on the Territory of the Russian Federation,” clarifies the RKN.

We are talking about the so-called “landing” law. It obliges foreign Internet sites with a daily audience of more than 500,000 Russian users to create their own branches, representative offices or establish Russian legal entities in Russia. In addition, foreign persons must necessarily restrict access to information that violates Russian law.

Russian President Vladimir Putin in July signed a law that introduces turnover fines for foreign IT companies for non-compliance with the law “on landing”. The administrative fine for such a violation is one tenth of the total amount of revenue for the year. In case of repeated violation, the amount of the turnover fine will be from one tenth to one fifth of the total annual revenue.
