Russian President Vladimir Putin, speaking at the St. Petersburg Economic Forum (SPIEF), listed the principles for the development of the Russian economy. As the fifth principle, he named the outstripping pace of development of the country’s infrastructure. In this regard, the president proposed launching a comprehensive program for the modernization of the housing and communal services industry. According to him, 40% of the networks need to be replaced.
“I propose to consolidate resources and launch a comprehensive program for the modernization of housing and communal services, to synchronize it with other plans for infrastructure development, as well as major repairs of the housing stock,” Mr. Putin said. According to him, many problems have accumulated in the housing and communal services sector, it is “chronically underinvested” by 4.5 trillion rubles.
He also announced a meeting of the State Council Presidium to be held next week. It is planned that it will discuss housing and communal services and the development of the construction complex with the governors.
In March of this year, Mr. Putin signed a law on support the housing and communal services industry. According to the document, in 2022 the government can establish the specifics of the calculation and payment of penalties in case of incomplete or late payment of utility bills, capital repairs contributions. The government also has the right to establish the specifics of collecting a penalty from companies and individual entrepreneurs for late payment of housing and communal services.
