Mergen Dagba was born in the village of Khandagaity, Ovyursky district, in 1986 he graduated from the Voronezh special secondary school of the USSR Ministry of Internal Affairs, in 2005 – from the Siberian Academy of Public Administration. He worked in the ranks of the Ministry of Internal Affairs, then in various positions in the republican government.
