Moscow accused Kiev of violating agreements after the arrest of a Russian observer of the LPR


    Boris Gryzlov, the plenipotentiary representative of Russia in the contact group for resolving the situation in eastern Ukraine, accused Kiev of violating the agreements. According to him, the detention of the LPR observer in the Joint Center for Control and Coordination of the Ceasefire (JCCC) Andrey Kosyak led to the disruption of the extraordinary event of the “Minsk format”. The Russian Foreign Ministry also views Kiev’s actions as a provocation. They note that Mr. Kosyak is a citizen of Russia, but the Ukrainian side did not provide consular employees with access to him.

    “According to the OSCE coordinator, the Kiev side first agreed to a meeting, and then stated that there was no agreement,” Mr. Gryzlov told reporters (quoted by TASS“The behavior of the Ukrainian side is a flagrant case of violation of all possible agreements and obligations.” He confirmed that the extraordinary meeting of the working group was connected with the detention of Andriy Kosyak by the armed forces of Ukraine on October 13.

    Official representative of the Ministry of Foreign Affairs of the Russian Federation Maria Zakharova thinksthat the Ukrainian side undermines “the process of peaceful settlement of the conflict in Donbass and runs counter to the obligations under the bilateral Consular Convention with Russia.” She called on Kiev to inform the whereabouts of Andrei Kosyak and provide access to him for Russian consular officers.

    The Armed Forces of Ukraine detained Mr. Kosyak on October 13. According to the Ukrainian delegation in the trilateral contact group, representatives of the LPR in the JCCC carried out reconnaissance of the positions left by the Ukrainian military.

    On the night of September 18, protest actions were held near the Rodina hotel in Horlivka, where the office of the OSCE mission is located. The protesters blocked the exit from the hotel and demanded that the mission representatives help release the observer Mr. Kosyak from captivity. Then the OSCE SMM suspended its activities in Donbass for security reasons. Later, negotiators persuaded the activists to end the protest, and the monitoring mission resumed patrolling in the DPR.
