    Another attack of the Armed Forces of Ukraine on the Zaporozhye NPP puts on the agenda the issue of Ukraine’s compliance with its international obligations in the field of safety of nuclear facilities. This opinion was expressed by the vice-speaker of the Federation Council Konstantin Kosachev in his Telegram channel.

    The senator recalled that the 2005 International Convention for the Suppression of Acts of Nuclear Terrorism is the basic act in this area.

    The Convention recognizes as a crime of nuclear terrorism, in particular, the illegal and deliberate use or damage of a nuclear facility in such a way that radioactive material is released or is in danger of being released. As a State Party, Ukraine is obliged to make every effort to take appropriate measures to ensure the protection of radioactive material, taking into account the relevant recommendations and functions of the International Atomic Energy Agency, Kosachev noted.

    The senator also pointed to the provisions of the 1977 Geneva Convention, according to which “Installations and structures containing dangerous substances, namely dams, dams and nuclear power plants, should not be the object of attack even in cases where such installations are military objectives …”

    “Since the Ukrainian authorities are not doing or trying to do any of this, we can conclude that they have chosen systematic attacks on the Zaporozhye nuclear power plant as a method of waging war,” Kosachev concluded.

    In his opinion, Ukraine’s attacks on nuclear facilities can be qualified under international law as acts of nuclear terrorism.

    Earlier, the Ministry of Defense reported that the Armed Forces of Ukraine delivered three strikes on the Zaporozhye nuclear power plant and Energodar in a day.
