It is specified that the proposal came after the attacks of the Armed Forces of Ukraine (APU) on Moscow. Anatoly Vyborny, Deputy Head of the State Duma Committee on Security and Anti-Corruption, spoke about this. The proposal is an amendment to an existing bill on countering the movement of drones by law enforcement agencies.
