The Main Investigation Department of the TFR for the North Caucasus Federal District (NCFD) has completed an investigation against Issa Khamchiev, Yahya Kostoev, Said Murgustov and Ruslan Kartoev. All four – former police officers – are accused of participating in an organized criminal community using their official position (Article 210 of the Criminal Code of the Russian Federation), illegal trafficking in potent substances (Article 234 of the Criminal Code of the Russian Federation), theft and illegal trafficking of explosive devices, ammunition and weapon components (Articles 222, 222.1, 226 of the Criminal Code of the Russian Federation), as well as in official forgery (Article 292 of the Criminal Code of the Russian Federation).
According to the investigation, they, “being active employees of the territorial divisions of the Ministry of Internal Affairs in the Republic of Ingushetia”, stole and sold explosive devices, ammunition, which were issued “for training firing and grenade throwing.”
Since 2018, men have also been involved in the illegal circulation of potent substances in the Republic of Ingushetia, and in 2019 they joined an organized criminal community operating in the North Caucasus Federal District for the illegal sale of potent drugs. According to the security forces, they protected the distributors of prescription drugs in order to obtain “maximum financial profit.”
It was possible to establish the circumstances of the crimes committed and bring the ex-police officers to criminal liability “in cooperation with the departments of the Ministry of Internal Affairs for the Republic of Ingushetia, the Main Directorate of the Ministry of Internal Affairs of Russia for the North Caucasus Federal District, the Main Directorate of the Ministry of Internal Affairs of Russia, the Federal Security Service of Russia for the FSVNG, the Federal Security Service of Russia for the Stavropol Territory, the Federal Security Service of Russia for the Republic of Ingushetia” .
In 2021, a case was brought to court against two residents of Ingushetia who were engaged in the sale of prescription drugs in the republic. Their case during the investigation was separated into a separate proceeding.
