The initiative of the Ministry of Agro-Industrial Complex of the Perm Territory to increase fines for entrepreneurs who do not fight hogweed received a negative opinion from the regional Ministry of Economic Development. The department asked to increase the fine to 1 million rubles for inaction in this direction. Experts considered that the measure would lead to the bankruptcy of the business.

“According to the regulatory impact assessment report, comments on the draft were received from the Ombudsman for Entrepreneurs in the Perm Territory and the Council of Municipalities. They came to the conclusion that an increase in fines by 20 times the current size can negatively affect entrepreneurs and subsequently even lead to their bankruptcy. The ministry is sure that only such a measure will increase the effectiveness in the fight against weeds. The Ministry of Economic Development believes that the project needs to be finalized, ”Kommersant-Prikamye reports.

For inaction in the fight against cow parsnip, the Ministry of Agriculture proposed to establish fines for citizens in the amount of 2-5 thousand rubles, for officials – 20-50 thousand, for legal entities – from 150 thousand to 1 million rubles. The Governor of the Perm Territory, Dmitry Makhonin, noted that the authorities annually increase subsidies to municipalities for the fight against a dangerous weed. Today, there is a body in the region that will work in this direction – this is the GKU “Center for the Development of Agribusiness”. Ministry of Agrarian Policy will act as a coordinator.

In August last year, a state of emergency was introduced in a number of territories of the Perm Territory due to the widespread distribution of Sosnovsky’s hogweed. It was reported that about 59 thousand hectares of land were littered with cow parsnip in the region.
