
Employment services were offered to entrust assistance not only to employees who were laid off and are looking for a more suitable position, but also to self-employed and individual entrepreneurs who stopped their activities. This is stated in the bill, which the State Duma plans to consider in the first reading at one of the next plenary sessions.
The document was submitted by a group of parliamentarians headed by speakers of the State Duma and the Federation Council Vyacheslav Volodin and Valentina Matviyenko. It consolidated the powers of authorities at all levels, provided for the participation of trade unions and employers in the prevention of unemployment.
According to the co-author of the bill, deputy head of the United Russia faction Andrey Isaev, the current law on employment, adopted in 1991, is outdated. “It is aimed mainly at helping the unemployed,” the deputy told Parlamentskaya Gazeta. “In the new law, we do not remove this task, but we are focusing on preventing unemployment.”
According to the project, not only the unemployed, but also those who work, but are looking for a more suitable position, will be able to apply to employment centers. They will help those who are at risk of being fired, as well as individual entrepreneurs and the self-employed who have closed their business. It is envisaged that the employment services will draw up an individual work plan with each applicant. Someone will immediately be offered a suitable job, others will be retrained if they wish or will receive a lift to open a business.
