Former deputy director of the Federal Penitentiary Service demoted and sentenced to nine years for corruption

The Odintsovo City Court of the Moscow Region has sentenced the former deputy director of the Federal Penitentiary Service of Russia Valery Maksimenko. He was found guilty of committing crimes under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (“Abuse of official powers that entailed grave consequences”) and part 6 of Art. 290 of the Criminal Code of the Russian Federation (“Receiving a bribe on an especially large scale”).

In 2018-2019, as part of the implementation of the federal target program “Development of the Penitentiary System”, Valery Maksimenko organized the illegal conclusion of obviously unenforceable state contracts of the Federal Penitentiary Service with the subordinate service of the Federal State Unitary Enterprise “Construction Administration for the North Caucasus Federal District”. For a transaction for a total amount of 3.6 billion rubles. he was “rolled back” 2.2 million rubles. in the form of payment for renting a house and utilities in Odintsovo.

The damage from the actions of Valery Maksimenko amounted to 330 million rubles, which the court, at the suit of the Prosecutor General’s Office, decided to recover from him. The prosecution demanded a 15-year term for the defendant, but the court appointed him 9 years. In addition, Valery Maksimenko was fined 43 million rubles, will not be able to hold senior positions in state structures for 11 years, and deprived of the rank of lieutenant general of the internal service and state awards.
