From now on, foreign passports of a new type in the offices of the MFC will be issued to citizens not by police officers, but by staff members. The corresponding government decree came into force on Thursday, December 1.
Recall that this innovation has a long history. Initially, it was planned that the employees of the Ministry of Internal Affairs, under whose control, for example, fingerprints were taken from citizens when applying for a foreign passport, would leave the multifunctional centers on December 1, 2020. However, the coronavirus pandemic made adjustments to this plan, and the powers of the police were extended for another year. And then for another year – until December 1, 2022. And this time, apparently, everything worked out.
“Yes, indeed, starting from today, MFC employees will be engaged in issuing biometric passports,” the unified information service confirmed to Parliamentary Newspaper. – In order to receive the service, a citizen will need to independently take fingerprints and undergo a face scan in a special cryptobiocabin.

These cabins, however, are not yet available everywhere – for example, a little more than a hundred of them were opened in Moscow, while there are more than 130 MFCs themselves. Therefore, before contacting a specific department, it is better to find out in advance whether the necessary equipment is installed in it.
The information service also separately noted that for citizens with the departure of employees of the Ministry of Internal Affairs, in fact, nothing will change – passports will still be issued within the time limits established by law.
