Mr. Zatulin announced his proposal against the backdrop of a shooting at a school in Izhevsk the day before, which killed 17 people, 11 of whom were children. “I propose to instruct the relevant committees, the Council and the Chairman of the State Duma to hold urgent consultations with the president, government, law enforcement agencies to establish capital punishment by court sentence for the organizers and perpetrators of terrorist acts against children and youth in schools, kindergartens, hospitals,” the deputy said. at the meeting (quoted from TASS).
Presidential spokesman Dmitry Peskov told RIA Novosti that lifting the moratorium on the death penalty is not being discussed. “There are no such discussions in the Kremlin,” Mr. Peskov specified.
