The government should be empowered to set the specifics of procurement planning for state needs of new constituent entities of Russia in 2023-2025. The Cabinet of Ministers submitted such a bill to the State Duma for consideration.
According to the explanatory note, the initiative is aimed at ensuring the successful integration of the Donetsk, Lugansk People’s Republics, Kherson and Zaporozhye regions into the economic, financial, credit and legal systems of the Russian Federation during the transition period, which will last until January 1, 2026.
Changes are planned to be made to Article 112 of the Federal Law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs.” Its new version should allow the successful application of the norms established by Federal Law No. 44-FZ “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs” in new territories.
If the proposal is accepted, the Cabinet will be able to establish the details of planning and implementation of such purchases in accordance with the situation in the subjects and the transition of customers in them to the application of Law No. 44-FZ. This will affect, in particular, the formation of contract services of customers, training of their employees, obtaining by participants of such a system of qualified certificates of electronic signature verification keys and registration in a single information system in the field of procurement.
As reported by Parliamentary Gazeta, on October 5 it became known that Russian President Vladimir Putin signed constitutional laws on the admission of new regions to the country. The subjects retained their names and administrative-territorial statuses.
According to the documents, the transition period provides that by June 1, 2023, territorial bodies of federal executive bodies will be created there, during the integration period, prosecutorial bodies will also be established, and conditions will be created for the work of the domestic judicial system.
