
Proposals by the regions to ban feeding animals in public places or in the territories of settlements are controversial, and it is better to equip feeding places where it will not bother anyone. Vladimir Burmatov, First Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, stated this to Parliamentary Gazeta.
On the first day of spring, March 1, a law comes into force that empowers the Government to approve methodological guidelines for the prevention of harm to life or health of citizens by animals without owners. The regions should prepare their own procedures based on them. Some subjects have developed such documents.
Thus, in the projects developed by the Ministry of Agriculture of the Moscow Region and the Veterinary Committee of the Volgograd Region, among other measures, it is proposed to prohibit feeding dogs in public places, and in the decree of the government of the Leningrad Region – in settlements.
Such a norm is controversial and sensitive, Vladimir Burmatov believes. In his opinion, feeding homeless animals is absolutely normal. In addition, by feeding cats, people protect their homes from the invasion of rats. “As for feeding dogs, this reduces their aggressiveness, because they don’t have to run in search of food, they don’t stray in packs for this,” the deputy believes.
Another thing is how the process is organized. According to Burmatov, it is better to equip feeding places where it will not bother anyone.
