The Central Government has made serious allegations regarding the door-to-door ration scheme of the Aam Aadmi Party (AAP) government of Delhi. Union Law Minister and BJP leader Ravi Shankar Prasad said in a press conference today that the intention of the Delhi government behind the door-to-door ration scheme is to promote scams, not to facilitate the common man. Referring to the provisions of the Food Security Act, 2013, he also claimed that the scheme is legally invalid. Prasad also asked many questions to Delhi Chief Minister Arvind Kejriwal through a press conference.
Sisodia came out in response to Prasad
Delhi Chief Minister Arvind Kejriwal, in his reply to BJP’s allegations, said that the central government abuses the states. At the same time, Deputy Chief Minister Manish Sisodia said, “Whether it is the issue of oxygen, ration, examination or vaccine, the central government has completely failed in all. Arvind Kejriwal had talked about bringing the poor people’s ration home, so today the Union Minister came. started abusing.” Keep in mind that the central government has banned the door-to-door ration scheme of the Delhi government.
Big scam behind home delivery scheme: BJP
Earlier, Prasad said, “Home delivery is good to see, but if you go inside it a little, how many dives of scam will take, I don’t know.” He said that if you go to the shop with the ration card, then there is a complete process of its audit. There is a complete audit of how much goods are there, how much is gone. If you pick up and go home, you will not know where the goods are going. This is not happening anywhere in the country.
Question barrage on Delhi government
The BJP leader said that in Andhra Pradesh such a scheme was in operation, but it is nowhere in the rest of the country. Prasad asked the Delhi government that when the ration will be picked up from PDS shops and delivered from door to door, how will it be accounted for if some part does not go missing from the road? He also said that if the Delhi government has food grains, then how will the scheme work?
He said, “You get food grains worth Rs 1,163 crore every month, will you play all the games on it? If you play sports on it, then the Food Security Act will come in the way. Will we violate its provisions? You are given under the Food Security Act,” he said. If food grains are taken out, how will its authenticity, its transparency and its accountability be proved? How many people of Dalit families in Delhi get the benefit of ration? You don’t even have the figures.”
Serious allegations for not installing posh machines
The BJP leader claimed that the process of authentication of posh machines was done for four months at ration shops in Delhi and four lakh fake ration cards were caught. He said that about 85% of the ration cards across the country have been linked to Posh machines. In many states, the linkage ranges from 90 to 95 percent. The work of e-authentication at ration shops in Delhi started in January 2018 and was stopped in April. Four lakh fake ration cards were caught in this four months.

Prasad said that the ration mafia has dominated the Delhi government. According to him, the Delhi government argued that technology does not work. The BJP leader asked, “Then the question arises that how did you do e-authentication for four months?” He said, “I am the technology minister of the country, could have asked me for help. But that’s not the point. When posh technology is working in hilly areas like Meghalaya, Mizoram, it won’t do it in Delhi? If there was a problem, then two- It would have been resolved in four months, but since April 2018 till date no step has been taken in this direction.”
Why did Delhi not implement One Nation, One Ration Card scheme?
He said, “34 states of the country have implemented the One Nation, One Ration Card scheme, only three states have not implemented it. One is Assam, the other is West Bengal and the third is Delhi.” Prasad said that this could not be implemented in Assam because it has to be linked to Aadhaar and the work of Aadhaar in Assam started late.
He said, “Kejriwal ji, you tell why you did not implement One Nation, One Ration Card in Delhi? If 34 states of India can implement then what is your problem? If 28 crore portable transactions of the country can be done that But then why are you ignoring the interests of migrant laborers and the poor in Delhi? When will you start authentication with e-posh machines at your ration shops? You finished it in 2018 and have not started till now.”
Food safety law does not allow home delivery
The Union Law Minister while attacking the Delhi government said that the Mohalla clinics could not deliver the medicine, now they are talking about food grains. The Delhi government is under the control of the ration mafia. The Government of India gives cheap wheat and rice to the states by giving a subsidy of about Rs 2 lakh crore annually. The Food Security Act of 2013 states that these grains can be given to the beneficiaries only through ration shops under the public distribution system. The definition of ration shops has been fixed in the Food Security Act. Prasad mentioned three sections of the Food Security Act – Clause 12, Clause 28 and Clause 29 and said that there cannot be a provision for distribution of food grains without a ration shop.
Prasad said that if the Delhi government considers the door-to-door ration scheme in line with the Food Security Act, then they should bring a proposal to the Government of India. He said, “Kejriwal ji, if you have guts then send your new proposal to the Government of India. There is a provision within this law of the Government of India. We will not violate the Food Security Act and will consider your proposal with an open mind.”
