Regions should be given the right to initiate legislation in regulating the movement of electric scooters, said Ivan Abramov, deputy chairman of the Federation Council Committee on Economic Policy.
As Abramov noted in a comment to the TV channel “Together-RF”there are settlements where there are no electric scooters and unicycles.
“Therefore, we think that here it is necessary to give the right to legislative regulation to the regions, because it is better for them to know where, in which city, what restrictions to introduce,” Abramov told the TV channel.
The senator also noted that on the issue of traffic regulation, it is necessary to reach a consensus, as well as in matters of traffic rules and the movement of water transport, and fix the rules for the movement of electric scooters by a regulatory legal act.

Earlier it was reported that Russia has developed a draft national standard for the technical requirements for electrical means of individual mobility (ESIM), which include electric scooters, unicycles and gyro scooters. The document proposes to limit their maximum speed to 25 kilometers per hour. At the same time, it is proposed to equip the ESIM with the possibility of reverse gear with a speed limiter up to 6 km/h when reversing and provide for an audible signal during such movement.
