Nord Stream 2 AG will be punished at the start of supplies on the “Nord Stream-2” without a certificate
Nord Stream 2 AG, which is responsible for the construction and operation of the Nord Stream 2 gas pipeline, faces penalties if gas supplies begin before it is certified as an independent operator. This was reported by RIA Novosti with reference to the German Federal Network Agency (BNA).
The representative of the regulator warned that if the requirement to separate the transport network operator and the gas supplier (unbundling) is not met at the time of commissioning, then there is an administrative offense.
Apparently, we are talking about gas supplies in volumes exceeding half of the pipeline’s capacity. The updated European Union (EU) gas directive requires that, when there is a link between the supplier and the operator, 50 percent of the capacity should be reserved for independent companies. In the case of Nord Stream 2, this requirement is impracticable because Gazprom, according to Russian law, is a monopoly exporter of gas through pipelines.
