Petersburg will expand the list of categories of free social services at home

Veterans of the Great Patriotic War, combatants, blockade survivors, employees of strategic enterprises of the war years will receive social support at home, in a semi-stationary and stationary form for free. Deputies of the city parliament Valery Garnets, Alexander Rzhanenkov and Denis Chetyrbok submitted for consideration by their colleagues a relevant document on the amendment of the St. Petersburg law “On social services to the population in St. Petersburg”.

Today, such assistance is provided to minors, persons affected by emergencies, armed inter-ethnic inter-ethnic conflicts, parents of children who are in a socially dangerous situation and orphans up to 23 years of age. But the federal law of December 28, 2022 No. 570-FZ has changed, and it became possible to expand the category of recipients of social assistance.

As deputy of the Legislative Assembly Alexander Rzhanenkov explained, the list of services includes about a hundred items. But veterans and participants, as well as blockade survivors, used to be able to receive such assistance only if they were poor. And so they had to pay up to 75 percent of their pension.

According to citizens, the needy can be helped in everyday life, provide non-specialized medical care, accompany outside the home, provide psychological counseling, arrange leisure, and provide basic necessities.

The new measure of support from the budget will need to allocate 29 billion rubles annually, as this will affect the interests of about 57.5 thousand Petersburgers. Six thousand of them already receive services in various forms of social services. These are 33 invalids and 379 participants of the Great Patriotic War, 60 combat invalids and more than five thousand blockade survivors. 2 billion rubles are allocated from the city budget for their maintenance.

“We want to supplement the new list with two more categories – juvenile prisoners of concentration camps and home front workers. These issues are currently being discussed. Perhaps we will supplement the document when considering the amendments in the second reading,” said Alexander Rzhanenkov.
