Moscow and Kyiv exchange verbal notes through their embassies in third countries. This was announced on February 9 by the head of the second department of the CIS countries of the Ministry of Foreign Affairs of Russia Alexey Polishchuk.

As Polishchuk recalled in an interview with RTVI, on February 24, 2022, Kyiv unilaterally severed diplomatic relations with Russia, and therefore Ukrainian and Russian diplomatic and consular offices in the territories of these two countries are currently not working.

“On certain practical issues, there is a periodic exchange of verbal notes between our countries through our embassies in third countries”– he said.
